My computer doesn't pair with other bluetooth devices

I bought this CSR 4.0 dongle so then I could play games with my dualshock 4 wirelessly. But it simply won't pair to other devices, such as my phone or the ds4 (also, for some reason it paired with another phone I had here). then, after googling for some time, I found out that this was possibly driver related, so I googled a bit about the device and installed the CSR Harmony drivers. Now, when I try to pair my dualshock 4 with it, it simply says "

Connection with this Bluetooth device failed.

Connection failed because an incorrect code was entered."

 I've done some things that were said on youtube tutorials, such as setting the bluetooth service as automatic, etc. Anyone knows how to fix this? Thanks in advance.
