RTX 2070 super 100% fan speed when booting

When I boot my pc my gpu fans spin at 100% for about 3-4 seconds. After 5-10 seconds I see my bios logo and after 15 seconds windows is loading. The fans goes back to a normal speed after these 3-4 seconds. So when I am either in my bios or windows it's fine. I didn't have this problem with my previous gpu (MSI GTX 1070)

 

specs:

Asus B450-I (latest bios)

Ryzen 5 3600

RTX 2070 super founders

Corsair SF600 (80 plus plat)

How do you know it's 100%, there is no software running to check it......

They run quite fast also on mine till windows, but i never bother checking it...
