My aunt wants a computer for my cousin because he's about to start college and she wants a computer for him for around $400 (without including monitor). Is not for gaming so I was thinking of getting an APU. Would be nice if I can get feedback from you guys so I can decide better. The most I'm worried about is the CPU, the PC will probably be good with a 400W PSU,500GB SSD and probably 8GB of RAM. If you guys can suggest parts I'll appreciate it, it doesn't matters if it exceeds the budget for a little bit.

I'd personally just buy a used Dell optiplex with a 4th gen or higher i5/7 though, and drop in a gpu.
