What happens if you make a linux USB and run ubunutu or Linux Mint off of the USB?

And I'm assuming the graphics card power is all plugged in snugly and it fits tight in the PCI-e slot?

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

yeah. like i said i can get into safe mode and in the device manager it shows Radeon RX 5700 XT and shows it has the latest drivers...... i even went through and uninstalled and did a clean install and still errors out

If you have your old GPU or a spare one handy, would be worth trying to insert that just to rule out some defect/issue with your 5700 XT.  But the Linux bootable USB is a good option to try as well, or plugging in another drive with windows on it just to see if it runs the VGA ok.

Have you tried uninstalling the AMD drivers and just letting windows use the generic display driver?  Does that load ok into normal (not safe mode) windows?

so yes i have my old GPU and i was able to get in no problem...... when i was in safe mode i uninstalled the drivers but wasnt able to download new ones due to security signatures.... i rebooted NOT in safe mode and the windows basic display driver kicked in and i was able to then download the drivers correctly in non safe mode....... i am making a new windows boot drive now since it crashed on me when i tried re load it........i can try the linux bootable usb if it fails again.
