It looks like my CPU maxes out and my gpu performance cuts on half

You're wearing an owl mask. So you're playing in GTA Online. It's very common to experience fps drops in GTA Online. The more people in the lobby, the more fps is going to drop. The more that people do in the lobby, the more fps is going to drop. Your internet doesn't matter. Your hardware doesn't matter. It's the game itself.

 

What you can do is lower fps killing graphic settings that are unnecessary to achieve ultra-like visuals. This will not get rid of the fps drops but what it will do is raise your fps in general and give you a little more stable fps in general. If you haven't already mastered your graphic settings accordingly, here they are...

If you are in a lower resolution than 1440p, then you may need to bump up just a couple of these settings. But bare in mind, it's going to hit your fps depending on which settings you choose to bump up. If you are in 1080p, you may or may not need to bump anything at all. It's all about personal preference. These settings are centered toward 1440p and above. I would guess the one setting you may need to bump up in 1080p would be MSAA. x4 is what I used to use in 1080p if I remember correctly. It's only around a 3-5 fps hit if you do choose x4 instead of x2. Same for if you use TXAA x2. And if you for some reason want to use TXAA x4, it's going to hit your fps by around 4-6 when compared to MSAA x2.

This is not the only games, I've noticed it in Rainbow Six, Black Ops 4, etc. Usually when there is gun fire or smoke.

In those games, if usually experiencing the stuttering when there is gun fire or smoke, and with that hardware, I'd suggest lowering some graphic settings. Especially if you have most of them set at High to Ultra. You also mentioned your CPU maxing out. That's usually an indicator of a bottleneck. Tweaking graphic settings is your first step to see if it will indeed fix the issue. Put everything at Low and if the game plays much better, then you know it is the issue. Doesn't mean you have to leave them at Low though. Gotta raise what doesn't kill fps. Always varies from game to game.

 

If you want to see my Rainbow Six Siege graphic settings, let me know. I haven't exactly mastered them like I have GTA 5 but I have tweaked them quite a bit for my hardware and I get excellent fps.
