Is it safe to use SATA power splitter in this case

I am using Fractal Design Define R5 as my NAS case. I have already populated all the HDD bays (8 in total). Now I want to get a 5.25 dock for 3 more 3.5" HDD.

However, I am using Corsair RM550x which only comes with 8 power connectors. I will need extra SATA power connectors for the dock.

So, is it safe to connect a SATA power splitter (like SilverStone SST-CP06-E4) to 4 connectors cable to power 7 drives with one cable?

7 to one sounds like a bit too much... you could convert some molex, or even better: you get some sata power cables, corsair type 3 or 4

Agree.  Splitting SATA is a bad idea. Those tiny pins don't support much current.

So instead of spending money on splitters, spend your money on Corsair cables with SATA connectors on them that you can plug directly into your power supply. Your power supply has enough connectors on it to support what you want to do.

At the very least consider Molex to SATA adapters instead of SATA to SATA.
