Weird ssd/hdd usage issue in games

For some unknown reason. my HDD/SSD (doesn't matter which) will pin to 100% while playing certain games (tarkov, overwatch, other intensive titles) and will cause the game to hang. A random time later the response time on the ssd/hdd will go to 20,000ms and then the game will "catch up" and be playable for another few minutes before a rinse and repeat. I have tried windows re-installs, multiple replacements of the HDD/SSD and have tried them on both sata controllers on my motherboard. I am at a wits end and just want to play some games. pls help
