I have Acer Aspire 3 A315-41-R736. It has R5 3500U, 8GB 2666MHz dual channel RAM, and Vega 8. The GPU takes 2.1GB of my RAM, so only 5.9GB of my RAM is usable. Is there any way for me to decrease the allocated VRAM? There's no option in its BIOS. I wanted to set it as low as possible (64MB) since it will automatically use more than that if it needs to.

No. That amount will automatically be scaled as needed. If the GPU needs more, it'll use more. If the system needs more, and the GPU isn't using it, it'll use more. Best idea is to just put more RAM in the system. (if 6GB available isn't enough for you now, 7-7.5GB likely won't be either)
