If you do go with a 4 core CPU, just make sure the board can handle the new chips... you'll want to upgrade again in a couple years.

Id also suggest take a look around IPON, which is not Romanian, but they have Romance as language option, and I believe they do deliver there.

 

My pick

2.600,02 RON total, which is roughly 630USD. 
You can opt for either 120GB SSD, or, no SSD at all (though not recommended). Or 2x4gb 3000Mhz ram kit, but, that won't be significantly cheaper than the Aegis kit. This should be sufficient for your intended use. There are cheaper CPU-s, but I would not recommend them . 1600 has the best price&performance (and 1200, but that's only 4c-4t). 1600x is not worth it IMHO, as it's only a factory OC-d 1600 with higher TDP and WITHOUT cooler. So, for 1600x you'll need to buy a cooler as well.
 
And if you really familiar with Hungarian language, perhaps you should ask around PH! Forum for recommendations in this thread.
