The RTX 2060 is a GTX 1070 Ti with all the latest features and it shouldn't cost much far from the $362 price point of this USED 1070 Ti so yeah it's a no brainer.

Better cooler or extra features? I choose features, tho it's probably better for you to wait a month and see how Navi and Turing refresh shakes up the GPU market. $362 for a somewhat premium yet used 1070ti is too much anyway

This pretty much: even if you don't want RTX features (They're not really feasible for 2060 level performance anyway, for the kind of games that currently offer Ray Tracing) the fact that Nvidia is responding to Navi means you would have better choices than the 2060 and the 1070 and probably at competitive pricing.
