So you pay the extra for premium speeds (expecting maybe 65/20 as the low/norm speeds)

then you go to download a game (directly connected to the modem via cable) and get met with 3mb/s download speeds :( 

so you get upload speeds at around the 15/16mb/s mark (which is good, not really complaining about that)

but download speeds ranging from 5mb/s to 24/25 mb/s ??

If it's NBN they don't sell access above 250Mb/s (only available on some RSP's),  for above that it's out of the hands of the RSP's.

NBN co have said previously that there just isn't enough demand to make faster connections viable.  I don't know how much fluff and BS is in that though.

Some of us living in NZ can’t get VDSL or Fibre, or LTE, even though the cell tower is 400m away ffs.

That doesn't show demand for higher speed tiers,  that just shows active users,  According to the statistics it has only just grown to 60% opting for a 50Mb/s connection.

thats because the last like 10 years the best we have had is like 5 or less mb/s to that 50 is amazing but when you pay for 80 you still only get like 15-20

There is NBN one street away from me and there has been for the last 2 years. Yet they are 2 years overdue bring it to us. I hate it, ADSL is so slow.

That still doesn't show demand.  If people aren't demanding faster connections then the NBN co won't provide them.
