I would go Vega 56/64 or RTX 2060, personally.. The RX 580 is the absolute minimum I would get for 144hz..

what is best gpu for 240 hz in rainbow six siege 1080p low-medium settings

What's your CPU and memory configuration and what games are you trying to get 240fps at?

For 240Hz you dont need just a good GPU but also a very good CPU and fast RAM.
With your CPU and RAM you will not get stable 240FPS in most games and in Siege I doubt you will even reach 200 most of the time.

An i5 6500 with 2133mhz memory will do at best 180fps~ if you're not GPU limited, that means that it doesn't matter if you get the most expensive GPU or go the lowest possible graphical settings in game, you'll never achieve 240fps stable.

Therefore the best way around it would be settle for a 144hz monitor and then grab a RX 580 ~ GTX 1660.

I went from rx580 8gb to rtx2060 on a 1080p 144hz monitor and the difference was big. I’d do 2060 or Vega 56

No cpu mobo or ram atm

2tb wd black gen 4 nvme

2tb seagate hdd

Corsair rm750x
