GTA San Andreas refuses to work properly

Hi. My Pc has windows 10, i7 7700HQ, GTX 1050 and 8gb ram. There are 2 issues. 

1. The mouse doesn't work for some reason even after installing dinput8.dll and running as administrator. 

2. The game plays at a low frame rate. 

If anyone knows fixes to those problems I would be very thankful. I wasn't able to find some myself.
