Thinking about upgrading. I would love some advise and opinions

Hello,

 

As I stated in the title, I'm looking to upgrade.

 

Currently, I am running an ASUS Z87-A (LGA 1150) motherboard with an i5-4690 processor, 32GB Corsair Vengeance Pro DDR3 2400, with an ASUS GeForce GTX STRIX 960 GPU and a 650W Antec PSU.

 

This was my first build. It's served me quite well for the past 3 years, but newer games are becoming more burdensome on my system.

 

I chose this motherboard because I was going to upgrade the cpu with an unlocked one and overclock it, but I didn't end up doing this because I didn't really need to. 

 

So now I find myself with a couple of questions, and lack of a knowledge to answer them.

 

Do I upgrade my whole system to LGA 1151 (300 series), with a new GTX 1070 or RTX 2070 GPU? Which will cost me more than $2000 CDN.

 

Or...

 

Do I buy a new GPU and save myself around $1000 by purchasing a better LGA 1150 cpu off ebay? (Because a new i7 4790K is pretty much the same price as a new i7 9700K)

 

My biggest question/concern, aside from spending money, is that if I upgrade my cpu to an i7 4790K, will I see much of a performance increase? Also there's the concern of purchasing a cpu from someone off ebay.

 

Another question I have is, lets say I get an RTX 2070, will I be bottlenecked by my older system? And since there really aren't any games that utilize ray tracing, is there any point in getting a 20 series over a 10 series?

 

There's also the option of only upgrading my GPU. Maybe that's all that I need to do?

My monitor is also something that I am looking to upgrade. I've been watching for a decent sale.

 

My current monitor is an older IPS. Its 1920 x 1080 @ 60 Hz with a 7ms response time.
