Trying to build a 4k editing PC on a budget HELP

Hi there
Im trying to build this 4k editing pc but im stuck on what video card should I use
I have exactly 1200 USD to work with. It will be used specifically for editing ( no gaming at all ) with a 4k 27-32 inch monitor.
For now Im going with
CPU: AMD - Ryzen 7 2700X 3.7 GHz 8-Core Processor
Mobo: MSI - X470 GAMING PLUS ATX AM4 Motherboard
PSU EVGA - SuperNOVA G3 750 W 80+ Gold Certified Fully-Modular ATX Power Supply
RAM : G.Skill - Aegis 32 GB (2 x 16 GB) DDR4-3000 Memory
CPU cooler : Scythe - FUMA Rev.B 79 CFM CPU Cooler
SSD : Western Digital - Black NVMe 500 GB M.2-2280 Solid State Drive
HDD : Western Digital - Blue 2 TB 3.5" 5400RPM Internal Hard Drive
no case , no video card yet. 
Please give me some advice for video card and case for 1200 USD also any sugestions on the parts are welcome. Also monitor is not included in the 1200 USD. Ill buy it separately

I only know that the person will be using Adobe Premiere Pro CC 
No gpu yet because I dont know what gpu to use. Im asking for advice on the gpu

how much money do you have leftover for the gpu with the current config?

 

I'd also recommend getting an hdd at 7200rpm. 5400 can feel really slow unless you're putting small/unimportant files on there

300 usd for GPU and case left. Also I can change the PSU for 650w one so lets say 350 USD left. Yeah I dont know why I picked 5400 rpm one. I`ll change it thanks for that

if its 350, you can maybe find a good deal on a vega 56, and get a cheap case. Not sure how important the case is to you

adobe does much better on the intel side, so i would suggest this as a baseline
