Some programs are working slow/freezing or getting stuck

Hello

Recently i bought asus rtx 2060,16gb corsair ram 3000mhz,samsung 250gb ssd and after swapping my old parts,i did a clean windows 10 install.Everything works fine but ram,i cant run it on 3000mhz,as soon as i enable xmp profile my computer boots slow and there are some issues i cant even describe so i am running my ram at 2400mhz 1.2volt and have no issues with it.

 

My current system has i5 6600k running at 4.4k,asus Z170A mobo,16gb corsair ram,asus rtx 2060.

 

And my problem is with some of the programs.For example when i open obs after 30-40seconds it just freeze and i cant change any settings but if i start streaming it works i just cant do anything.In order to stop stream i have to go to task manager and shut it down from there.Same happens to spotify after a while i cant use any option on it but it keeps playing songs.

 

I have tried different things,running my ram and cpu at stock speed.changing slots etc...only thing left is to install windows again but before doing that i wanted to ask if anyone had experience similar problem.

i tried with one stick it didnt help but i didnt try with my old ram.I will try it now

i am running with my old 8gb ram everything at stock settings,default bios and it still happens.I dont think it is a ram or overclock problem at this point.

i did a clean windows install,wiped everything.Spotify and obs worked  perfectly past 2 days but they are broke again,spotify is working slow/freezing and i cant change any settings or close obs after 30-40 seconds.
