Card running too hot? RTX 2080 MSI gaming x Trio

I recently bought a RTX 2080 gaming X Trio and it seems to be running games ok. My issue with it is the thermals and the noise of it I have seen multiple reviewers say that this card is supposed to run at a good 65-68C. Mine runs at 78-79C. And for some reason today when I was playing call of duty the card would keep intermittently going to max fan speed then go back down then back up and down, it was super annoying because it was so loud and sporadic. I downloaded MSI afterburner and then turned on user defined fan control and that seemed to somewhat stable the fans out. Also when I first bought this card it was in my old build. I have recently changed my case,MB,ram,storage,CPU. So I thought after changing the case then I would be able to fix the temps, but still having the same issue. I just want to know if my card is bad or is this just how it is supposed to run because it doesn't feel right my old card was a lot quieter it was a gtx 970. Anyways this is the build I have right now 

Minus the kingston drive and I added two fans into the front of the case. Thats the build I have right now. Also my monitor LG 32GK850G-B 32"

The temps definitely seem a bit high to me. I had similar temps when my fans were pointed in the wrong direction on my CPU cooler and was blowing on my card. Granted my trio ended up being defective so i am unsure if my temps really mean much.

I would do that. Good luck with MSI customer service though.

EDIT: If you bought it on Amazon just return the card.

hard to say whats wrong other than airflow and setup, the 2080 trio isn't even suppose to hit 70C, although the boost curve doesn't become really crappy til 80+, if you can't find out whats wrong, i'd suggest lowering the power limit to 95% for now. Alot of times the cards use more power than it needs just because it can.

I am going to contact customer support even on my old case I would take the side panel off and it would still hit a good 76-77C and be super loud. Its the middle of winter for me and I thought it was maybe because the room was too hot so I would take the side panel off and also open my window. I would be gaming in the cold my room would be freezing and the card maybe dropped like 3C from what it was at.

Is there anything else I could do to help this issue, other then RMA. I just filled out a ticket and they want me to pay for shipping and said that it will take 15 to 35 days for me to get the card back not including shipping, like I would rather just buy a different card at this point also I do not know what they will say. They could just send me back my card with nothing changed to it.

if it's past 30 days and the card works, i DON'T recommend doing a rma, though if it's loud, something could be wrong with the fan, but the card is still functional at 79C, i'd keep it but i 'd be salty :(

Yeah I was thinking that as well sucks because the card is so hot but, not worth the process of RMA if it dies ill just buy a different one
