Gigabyte Aorus Z390 Extreme Help

Long story short I had to change my MB again, the MSI Z390 Godlike that I picked up had an issue where whenever XMP was enabled the first slot GPU always ran at PCIE 3.0 2x never more, off XMP it ran at 8x in the SLI setup as it was supposed to.  MSI support told me there is likely something wrong and that I should return the board as it had only been a week.  While at the store the sales folks convinced me to move to the Gigabyte Aorus Z390 Extreme at it would be better for Overclocking and less buggy.

 

To say I am struggling with the Bios is an understatement, I have managed to get everything enabled and clocked right, I can now get the 9900K to hit 5.4 GHz at a vCore of 1.39v and stay in the 80s so the capabilities of the board seem to be a little better than the MSI and significantly better than the ASUS Maximus X that I had been using.  Now I am looking to get my everyday OC in place at 5.1 GHz at a vCore of 1.285v which shows up as 1.296v in HWinfo64.  However the voltage never goes down and I cannot find a place in the Gigabyte bios to set adaptive voltage or offset.  It just seems to want to be a manual number and that is it.  Am I missing something?

I think Gigabyte calls their offset voltage "dynamic voltage" or DVID.

@BobVonBob I see that, in the bios, it is greyed out unless I choose Normal for vcore, and then select and -0.150 offset.  Get into windows and the vCore is now showing 1.41v for CPU which is a little high I believe and so I then took it down to -0.250 as the chip runs perfectly at 1.285v set manually, but then it won't even post.
