I have an i5-4440 with a GTX 1050TI... And I think it's time to change. 

My to-be build is an i7 8700 (non-k)  with an RTX 2070.

I'm wondering if now is a great time to upgrade, and also if the 2070 is good for 1440p at 144hz, OR should I buy an RTX 2080. 

NoteI AM NOT GOING TO USE RAY-TRACING.

I'm going to play:

Apex Legends, Counter-strike, Overwatch, R6S, Shadow of the Tomb Raider, AC Odyssey, Anthem, Metro Exodus, and some more.

i would recommend waiting for the new amd cpus so you can spend more on the gpu

It's not about the budget, but I do want to spend smartly, I use intel more and I'm more familiar with it.

(I am using i7 8700 as the unlocked version over here is really deprived, and if you could find it, it would be for over 500$)
