You can go to Walmart and get Steam wallet cards. You pay for those and redeem them on steam.

 

No idea about Sim cards

So, I was wondering where I can buy Steam gift cards with a SIM card... anyone knows a place?

Do you have a bunch of stolen SIM´s or why cant you use other forms of payment?

If you mean paying with your phone plan (having the price of the game added to your phone plan as an extra charge) then no.
