What is wrong with my pc?

my specs are: I7 6700, GTX 1070 TI, 410w PSU

What tasks are you doing when this happens?

evga 3070 ultra

samsung 128gb, adata swordfish 1tb, wd blue 1tb

It might be a bottleneck.

it happens when gaming / benchmarking. Basically as soon as my cpu hits 100% my gpu drops to around 40%

Did you tried using another one to see if you still have the problem?

It's probably your power supply. You should probably have more than 410w, 410 seems like such an odd number so I assume you have a no-name no-brand PSU?

It's not only the amount o watts that the problem, might be the quality also, does it have a 80 plus certificate? Which model is it?

Those aren't the only components that use power and the 6700 uses more under load at turbo levels plus it won't be sending near 410w realistically.

Im using an asus ROG G20cb (i upgraded the gpu) and that is when this started happening. This pc uses 2 psu's combined (230w and 180w) and i was thinking it could be because of my jumper settings on my motherboard.

I have a newer model than most with a skylake cpu so i don't have the JDC11 jumper so i dont think my 2nd PSU is active. 
I've spent the past 2 days on asus' forums and have yet to find a solution for that or even someone really mentioning not having the JDC11 jumper so i just assumed it automatically activated the 2nd psu.

That might be the problem, i'd recommend you to buy a better PSU. An average of 500w PSU of good quality is more than enough

Unfortunately 410w is the highest i can get so i guess im screwed xD

Sounds like that could be the issue, try toying around with it.
