Would this be a decent pc for video editing?

This is the pc I've whipped up on Pc part picker, be mindful all currency must be in CAD dollars since I live in Canada, here is the pc part picker list- https://ca.pcpartpicker.com/list/zk8Fhy I was thinking in either getting a Corsair H60 or a Noctua Dh15, I wanted a cpu cooler that would last a while and was reliable and would be able to oc my cpu 4.8 ghz steady or even 5ghz if I can, I didnt know what to pick so I just left it as an h60, help me decide what cooler i should get and if there's any parts I should change.

MY USES FOR PC AND BUDGET

I use Vegas pro 15 mainly and use After Effects for special effects and stuff.

It can at least do some light gaming, and 4k video editing when i need to my budget is 1600 and the pc I have is close to it, taxes will surpass the budget but there may be changes.

My main settings for video is 1080p 60fps.

Think you'd be better off going ryzen since there just is not reason to go intel till you start talking 1080 Ti or better right now and thats if youre gaming at high FPS , the i3/i5 series CPUs right now just dont make sense for pretty much anyone and with savings going ryzen you could get a higher end video card or drives or some other peripheral like a proper monitor thats more likely to come correct color wise and maybe a larger higher res to give you little more space to have things open
