Should my CPU be this hot?

Hello so I recently bought a 10 core Intel Xeon e5-2687w v3 and I was using a hyper t4 and it was idling at 70 - 80 degrees Celsius while gaming and rendering so I bought a Corsair H60 and in gaming where the CPU isn't being used much I (20-30%) and in getting about 65 to 70 is this normal for a 10 core with a all core turbo of 3.1ghz?? 

 

If it is normal is there a way to lower it without spending any more money?

Idling is when nothing is running on the PC. What @Enderman meant was that when you are gaming and rendering, your PC isn't idle.

Those temps are not normal for idling, but that's because your computer is not idling, it is under load.

Those temps are normal under load.

Oh ok cool yeah it's like 50 while doing nothing I was just unsure if they were normal. Thanks
