RX 580 screen flickering when not gaming

I have a saphire rx580 4gb that occasionally flickers the screen when i'm not gaming. Its very quick and happens maybe once every 30 seconds for a few minutes and then goes for a few hours. Tried a fresh install of newest graphics drivers but no change. Someone suggested it may be due to AMD wattman changing the gpu modes but i don't know how to amend that. 

 

other pc specs:

asus b450 plus

ryzen 5 2600

8gb hyperx DDR4-

240gb WD black nvme SSD + 1tb HDD

EVGA 500w psu
