What is WinSxS and why is it important?

There is a folder in my Windows files titled "WinSxS" that can be found in the path C:\Windows.old\WINDOWS That takes up 12 gigabytes of space. The reason I ask of its importance is because I use Sony PlayMemories Home to extract and convert the files from my camcorder, and everytime I load up the program, it begins scanning that endless list of items in the folder for images and freezes up the program, even if I've changed what folders I want PMB to manage. What's the main purpose of these files and would there be any consequences to my PC's stability or performance if I deleted them? I'm running the latest version of Windows, build 1809.

If you are satisfied with ver 1809, then delete the Windows.old via Windows disk cleanup
