no, you cant used usb 3.1, you need a thunderbolt port(which uses the same port as type c but is a completely different standard)

Hi,

 

I am using dell inspiron 7373 laptop. and it have USB 3.1 Type-C port .I am completely new to computer hardware stuff. and i am wondering is it possible to connect an external gpu to my current laptop.

Nope.  Won't work.  Like SidM said, they are a different standard.  

 

For future reference, a Thunderbolt 3 port can connect to USB 3 Type C devices, but not the other way around.
