Ability to Run Black Ops 4

Someone who wants to purchase my AMD RX 480 (4GB version) was asking me if he could run Black Ops 4 at 60+ with 8GB of RAM, an AMD Phenom II, and the AMD RX 480. I was a little skeptical about whether or not he would have to upgrade his processor, but I wasn't sure which is why I came here. Is there anybody who had/has experience with these components or knows if they are adequate to maintain a stable 60+ on Black Ops 4?

Cpu intensive game. My old Keplers give my 4th gen i7’s a hard time. And of course on 1080p. Not gonna get good frames on low/mid range cards on 1440.

How do you think the game would run at 1080p on the absolute lowest graphical settings?

Well that’s the thing, the more frames the harder the cpu has to work.
