HD120 fans revving up and down

I have a bunch of corsair HD120 fans and i want them to be pretty quite. So i put the on the quest mode and they stay at 800 to 900 rpm and the all of the sudden the rev up to 1,400 rpm. what can i do

What software/hardware are you using to manage your fans?

corsair iCue and the corsair commander pro

Ah, set your own fan curve. Theirs sucks.
