New GPU wont display but powers on just fine

I have just bought a new xfx RX 580 8gb GPU and I installed it and checked all the cables and they were connected it was seated properly inside the PCI lane but everytime I turn on the PC it just gives me a black screen and wont boot but when I put in my old card it boots and works just fine Ive also removed all old nvidia drivers as well CAN SOMEONE HELP PLEASE?????!

I've had that problem before and usually its either a DOA card or power supply.  Since you tried another video card it and it worked most likely the card.  If you got a friends rig you can test with another computer....if still has the issue open an RMA.  XFX is pretty good on RMA's.  And your problem sounds like this thread:
