Is my gpu heatsink supposed to be moving?

I just noticed that one of the flaps on my gpu heatsink is moving, is that supposed to happen?

It looks like one of the heatsink fins is free and moves around, i would say due to air maybe, i dont see how a rat could fit in a gpu.

But anyways that thing is not supposed to move, so try to find out what is causing it.
