yep hdmi dont support 2.0 you need one of these....edit.. crap just thought. do you have a dp port by chance?
Club3D CAC-1080 Active DisplayPort 1.4 to HDMI 2.0b HDR Adapter

my card only support hdmi 1.2 and i use the the dp1.2 to hdmi 2.0 one for my 4k tv and it works flawlessly at 4k 60htz

I have an HDMI 2.0 cable, my graphics card is Intel(R) UHD Graphics 630. I'm using an Asus MX25AQ monitor. I'm on windows 10. I've gone into the graphics card settings and the computer display settings. The highest resolution that I can display whilst having 60hz+ is 1152 x 864. Answers?

Edit: I looked in the comments and the issue was that it wasn't on dp. That was what me and my stepdad thought it was from the beginning but we couldn't get it back to displayport. For some reason we never thought to actually look behind the monitor. We say displayport unplugged.

Yep, @emosun is right. Apparently they don't support 2.0. You can drop the color output to get it to run 4k60.

With the caveat of course to not do anything color critical. Plus it will hurt the contrast of the image due to the lower color range.
