GPU usage drops to 0% while load is at 100%

so when I put any sort of load on my GPU whether its a game or a stress test the gpu load drops to 0% shortly after the test or game has started and stays that way

the game drops to 1 fps and the gpu usage doesnt change at all.

Max GPU temps are at around 60-65C

Max CPU temps are at around 55C

I also checked the ram using the windows memory diagnostic and it has found no errors

I tried changing the GPU power limit to a lower or higher value but neither of them worked though after changing it to a lower value the gpu usage dropped to 0% faster than usual.

games tested:

bo3

bo2

cod4

bf4

gta v

specs:

I7 9700K

16GB 2400MHZ ram

MSI RTX2070

Corsair RM750 psu

Also when I try using MSI kombustor the same thing happends after just a few seconds and then the PC becomes almost dysfunctional and the gpu fans spin crazy fast for a minute or so until the screen turns of and then turns back on after a few seconds and then it works fine again

no they get to 65C at 100% for a split second and then the usage drops to 0% and the temps drop to around 40C

Gpu usage is inconsistent as hell in games drops from 99 to 80 and even dips into the 70%

When this happens the fps drops with it.

Power usage spikes too.
