Frame drops and micro stutters could it be my hard disk

Spec:  Ryzen 5 1600 

stock cooler

8 (2×4) ADATA 
500wd green 

zotac gtx 1070 mini 

500W psu coolermaster 80+

-So this is weird as I have talked about this problem months ago, back then I thought what cause all these frame drops was my CPU as it was set to auto in BIOS made it suck up to 1.4 volts for some reason no I manned up and decided to set the voltage manually and thank god it worked I am now at 1.24 V with a mild OC of 3.4 on all cores and RAM @ 2933mhz what is weird is after that the problem of my frame drops wasn't gone it's here to stay and I did update my BIOS as well to the latest 

I am tired of this any ideas what should I tried everything I could temps are within range nothing crazy or weird I don't know what to do.

What game are you playing that stutters?

3.4 doesn't even sound like an OC.

All except for moba where is have somewhat of average frame rates and dark souls but other games all got this frame drop issuse

Frame drops and stutters are expected for those games. Especially AC O.

Only thing you can do to alleviate the problem is to push the OC higher. If you're using the stock Wraith Spire, it should be good for 3.6 - 3.7.

Only thing you can do to alleviate the problem is to push the OC higher. If you're using the stock Wraith Spire, it should be good for 3.6 - 3.7.

But I have a 1070 shouldn't it be a good experience like why this system give me so many stutters

GPU is enough for those games, CPU though is a whole other story. Ubisoft games (AC O, Watchdogs) and Kingdom Come Deliverance are known CPU hogs.

 

If you monitor your CPU/GPU usages while in game, I guarantee you CPU will be getting near 100% a lot.

That's where it gets interesting, it never came close to that

CPU as whole and bear in mind this is a R5 1600 I should have more than enough power to game with it

Not really...

1st gen ryzen is still behind skylake when it comes to IPC which is what games need. Not to mention you're running it at a measly 3.4 ghz. I run mine at 3.9 and still encounter stuttering in Far Cry 5 and Assassin's Creed Odyssey.

 

If you look at per core usage, more than likely some of those reach close to 100%
