Netflix and Amazon Video Lag Entire PC?!?!

Whenever I stream from netflix or amazon, or even just have the tab minumized while paused, every second or so there is a little frame drop on my entire system (<- link to system).

I cannot for the life of me figure this out! I have the latest Graphics drivers, Windows is updated, no bloatware...

 

Please help! I can't watch anything!!!
