How to install windows 10 and high cpu temperatures?

I am trying to get windows 10 to install on my samsung 970 pro pcie ssd, and have formatted it as well. However it just simply enough says it cannot create partitions when I boot up the usb stick with windows from the bios when I select it and click next.

 

My i7-9700k is also running at 34-40 on idle, and 80+ under load. Is this normal ? I might have to check to make sure my dark rock pro 4 is mounted correctly, with will be fun
