PC Boot Loop once and high pitched noise help

Basically, i partially took apart my pc today for the first time since i built it almost a year ago to clean it out. All went well,the only things i changed were putting in an extra fan and taking out an empty hard drive sled. But now whenever its on it makes this high pitched noise but i cannot for the life of me figure out where its coming from. Also, whenever i turn it on, it does a single boot loop then works normally, except for the noise. Any help would be appreciated, thanks.

Ya i tried that, also took out gpu and hard drive, still makes the noise and restarts once every time i turn it on

ok so im 90% sure the noise is coming from the power supply , does anyone know what could cause this all of a sudden also why its rebooting once
