Low FPS and LOW cpu usage (new pc)

Okay so ive built my new setup :

CPU- Ryzen 2600

GPU- GTX 1070 amp extreme

mobo - x470 aorus ultra gaming 

ram- corsair vangence lpx 3000mghz 2x8gb (it says it supports intel i7 and icore)

psu- corsair cx 650

 

so, the thing is that i think i have fps problems and in some some games it works fine and in some games the fps is really not acceptable so here are some tests.

Fortnite (epic)

cpu -30%

gpu-90% 

fps- 90 to 115 

Fortnite (low) 

cpu-30%

gpu-55%

fps- 180-200

 

CSGO (offline low)

cpu-14percent

gpu-18-26

fps-100-150

CSGO(max)

cpu-15

PUBG(low)

so i hope this info is enough .
the first problem is that the fps in CSGO is significantly low 

second problem is- in low settings why is my gpu not used fully.. imean it would make sense if the gpu was at 50 and the cpu was at 80+ but the cpu is also sitting idle .i just want to know if its normal or not, and if its not.. please help me find the bottleneck 
this is a new pc and nothing is overclocked yet. i dont want to overclock it yet .. ill be doing that when i get bored of this pc and feel like its not enough.

The lower the details and resolution, the lower the GPU usage as games become CPU bound. Your CPU has a few pegged cores probably, and that's why the difference between low and high is to small. Overclock your CPU a bit, make sure your RAM is running at 3000 and not 2133. That should bump the FPS up a bit.

 

That said, if super high FPS is what you're after, you should've bought an i5 or i7 instead. Yes, they cost more, but for just gaming, they're faster.

ill check the core difference again , and i did not have the budget for i7 :(
