I5-7600k high cpu usage under any task

Hi My spec is Asus b250g mobo I5-7600k 16 go ddr4 ram 500gb ssd which Windows is installed to. 2tb sshd. My problem is whenever I launch anything I have a massive cpu usage and for the life of my I can’t understand. If I’m gaming I’m between 80% and 100% usage. Does anyone know the cause of this or a soloution? I’ve restored the pc back to factory settings changed the power options to ultimate performance. I’m still having up to 10% usage after boot with minimal programs running just the ones required 

Any help is grestfully appreciated
