Power to usbo ports, while pc is in an off state

Power supply is still on btw, i want to charge my phone and my keyboard doesn't have memory so i goes back to default so i need power for it keeps its settings.

I may be wrong.

If it's completely off, as in, you issued a Shut Down command, then the PC will also kill power to the USB ports. If you want to put your PC in a low power state but keep power to the USB ports, you'll need to put it to Sleep/Suspend instead.

 

EDIT: You may also need to enable this in BIOS/UEFI, but I think it's on by default now-and-days on recent boards.

Some motherboards, especially Gigabyte motherboards have charging USBs, usually coloured yellow (I think!) I'd check in your manual, but if it does not specify, it most likely is off. It is usually on by default.
