Weird Random Laginess after a few hours of uptime

So my PC since about a week ago has been having this random issue where after a few hours of uptime, I'll get these horrible system lag spikes (like the mouse barely moves and such) every 30secs-1min or so. 

It's almost as if something is at the time, being heavily processed or something.


So far I've tried killing all my background programs, checking event viewer, watching task manager as it happens. But nothing has really shown anything. Task manager itself freezes during these "lag spikes", and when it's over, it doesn't show anything of value. 

This is definetly one of the more strange issues I've had, not sure if anyone can solve, but thought I'd try here first. Hoping I don't have to reinstall windows, I already feel that suggestion is coming lol.

Have you checked on RAM and CPU usage when lags happen?

Main system: i7 8700k 5Ghz / Asus Prime Z370-A / Corsair Vengeance 2x8GB 3000Mhz / Asus TUF RTX3080 / EVGA 750W GQ / Fractal Design Meshify C

yeah I have. both are quite low... like 5/20GB and 10% cpu at most, these lag spikes occur at idle. 
 

though when under load, like in a game or something, the same thing happens.
