My Precision 5520's i7-7820HQ is running at 3.6 GHz

I was working on a project the other day and a friend noticed that my CPU (i7-7820HQ w/ base of 2.90 GHz) was running with a clock speed of ~3.6+ GHz even at 2% utilization. I thought this was just a fluke, but just restarted my computer and it went right back up to 3.6 GHz. I spent some time on Google but didn't find much except that my processor seems to be running at the i7-7820X spec. I know that overclocking a processor can cause long-term damage, and I only need these kinds of speeds when running Solidworks or Machine Learning applications + some gaming.

I'm basically just looking for any explanation as to why my processor is overclocked by 0.7 GHz being that I have never set that up on this PC (Dell Precision 5520). It doesn't bother me a lot, but it is unnecessary most of the time and wrecks my battery life.
