Only half of my Ram works

I bought a Patriot Viper 4 8gb DDr4 3000 but in task manager it says 4gb is reserved for hardware, and it is running a 2133MHz instead of the promised 3000MHz, is there anyway to get my Dram up and is there anyway to lower the amount reserved for hardware??

Enable XMP in the BIOS

The 3000MHz part is easy--enable XMP/DOCP in BIOS.

 

The 4GB reserved is a little harder. What's the rest of your build?

Aerocool DS are the best fans you've never tried.

Type into start msconfig > Boot tab > Advanced options > untick Maximum memory

Why does doing that lower the amount of memory usage?

Current Pc Parts:

-CPU: Intel i7-9700k

-GPU: EVGA RTX 2070 black edition

-CPU Cooler: NZXT Kraken x62

-Mobo: Asus z390-E gaming

-Ram: Corsair Vengeance RGB pro 32g @3000MHz

-Storage: Samsung 850evo 256Gb

-Storage: Toshiba 1Tb 7200rpm

-Case: NZXT H500

-Extra: NZXT Hue 2

do you have 32 bit windows or 64 bit? 32 bit only uses up to 4GB max, 64 bit allows more.
