BIOS says my cpu is -55 degrees.... what?

yeah but 1 header is not enough, if one fails you have no backups

it has 2. a cpu fan header and a cpu fan header. both can function for the cpu cooler. 

 

also i have a fan controller in my machine that can control 5 fans so there's that.

Try a bios reset via jumper. Also might not matter, but consider pulling the CPU and making sure there aren't any bent pins on cpu or mobo

i've never removed my cpu, so.. i know the socket is in good condition.

normally that wouldn't be a problem, but it won't allow the cpu fan to spin because of it. 

 

in Windows i can monitor it with core temp just fine so the cpu thermal sensor is fine.

I might still try to take it out and reseat. More than likely it is a motherboard/bio issue, but it is still worth a shot if all else isnt working
