Can A USB port Causes Random restart?

I recently had an issue, a random restart (no BSOD). I thought it was the power supply, or the case makes contact with the motherboard. And then I put my components outside my PC case, put it together and accidentally I found out, my PC does not restart randomly if one of the USB ports is not plugged in with any device (or extension cable).

My question is, can the USB port really cause a random restart? It's already 7 hours and no random restart (usually it takes minutes to have random restart).

Yes, it can.  I recently diagnosed that one of my devices was causing lock ups on my machine.  I've seen them sometimes keep machines from booting up and cause restarts as well.  It's not terribly common, but one of the more annoying issues to diagnose for sure.
