Is this power supply good?

Its trash. Insignia is Best Buy's Canada's house brand (used to be called Dynex). It probably isn't better than the one that comes with that case. 

 

The system you are building is somewhat low-end so it isn't the end of the world, but if you want a reliable PSU I'd buy something better.

My friend is offering me this power supply brand new for $15. It is called “Insignia™ - 450W ATX12V 2.4/EPS12V 2.92 Power Supply - Gray.” However I see no reviews of this power supply from people who know about power supplies online. I am using this to power my rig which uses a crappy old power supply from a rosewill 400w PSU that came with the case. My specs

-Amd A8 7600

-Crucial 4Gb ddr3 1600 ram

-1Tb hard drive, 128gb ssd

-r7 360

-Asrock fm2a58m-vg3+ r2.0

-Rosewill R363 (Included 400w PSU)

And I mostly use this pc for school work on a browser and I play light games such as Csgo and Dota 2. Is this PSU worth it?

P.S My current power supply also sometimes doesn’t power up the GPU correctly so I have to turn off the PSU, wait, and than it works.

My grandmother is also 80+ but she has never used a computer in her lifetime ?

 

80+ bronze or better is what you should be looking for. And even then, some are just not very good for different reasons. Do some research on what the 80+ standard is and you'll see what I'm talking about :)

80+ is an efficiency rating, nothing to do with quality. Just because a PSU is 80+ bronze or better doesn't mean it's any good at all. You can buy shit 80+ bronze, gold, and platinum PSU's. 80+ refers to how efficient a PSU is and not how well it is made and the quality of components. Just because a PSU is 'efficient' does not mean it won't have bad voltage ripple or parts that can fail easily.

@Ohmsnut22If you are on a budget I recommend the Corsair CM450x. https://pcpartpicker.com/product/FQ648d/corsair-power-supply-cp9020101na

If you can spend a little more look at the following. EVGA G3 or G2, SeaSonic Prime or Focus series, or the Corsair RMx PSU.
