System freezes consistently micro freezes.

I have been having an issue with my entire system freezing frequently for 1-2 seconds while playing Destiny 2 (on an SSD). I don't know if this problem exists with other games for I have not really tried that out yet. I have tried updating the drivers for literally everything. I have tried to roll back drivers for CPU and GPU and networking cards. I have disabled/reinstalled the same drivers. I have tried the same in safe boot. I am at a loss as to what to do. I have tried setting the games priority to high. It seems like the entire computer freezes when it happens, as my processor goes from 95-100% to about 40% utilization when it happens. I have a clip that shows it happening that I am going to try to upload to youtube, but it's going to take a while since my upload speed is hot garbage.

System:

i5 4690k

AsRock Fatality Z97 Killer

8gb corsair vengence 1600 mhz

GTX 970 MSI

500 Wa 80+silver powersupply.

Did you reinstall the game? I know it's large but worth a shot

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

Thats what I am trying right now but I dont think thats going to make the difference since this issue has been prevalent through many updates and repairs to the game.
