USB's not recieving enough power?

I recently got an oculus rift. When it's plugged in and the oculus app is running, my internet speed dives down from 25/5 to around 3/5. Im thinking it could be because i have a 500 watt psu with a gtx 1070 ti and the rift may be taking too much power. This could be the case since my wifi is running through a usb dongle. Is there any way to check if this is the case? Or do you have any other ideas of what could be the problem?
