Budget way to get rid of the gpu bottleneck?

I just got myself a new 1070Ti (upgraded from 780ti) and tried running a few games. It was pretty obvious that the gpu was held back. In Hitman I've got up to 40fps in very populated areas of the map on maxed settings with the gpu load being around 40% and the cpu load at 100%. These are my specs:

 

Mainboard: ASRock B85M Pro 4 
CPU: Intel Core i5-4460 (3200) Quad Core
GPU: MSI 1070Ti
PSU: Corsair RM650x
RAM: DDR3 8GB
Case: NZXT S340

 

Can you recommend me a few parts in order to get rid of the bottleneck? Are there any budget options? I'd be really thankful for some help as I'm a bit lost!

Steal all the new parts...very budget friendly...

 

The trouble is your mobo supports 4th gen CPUs, a bit behind the times and Im not certain upgrading the CPU to the max supported on the system will give you the best bang for the buck.

Yeah, I'm aware of that. 200$, if really necessary up to 300$ would be my budget.

You could get the 4790K. An easy upgrade.

the locked i7 4790 gets my vote for its frequency bump over the 4770 and both are much of the same price used nowadays

Processors are really straight forwards, they either work or they don't.

 

So simply look for realistic deals that seem legit to avoid scammers as worrying on the CPU condition is a tad pointless.

To be more specific, the going price for a 4770 on eBay right now is close to $130. If you ever a "working" 4770 for like $75, it may not be legit.
