I have build 2 ryzen build and using DOCP resulted in not booting to windows and OC failing

Well if DOCP doesn't get it working then of course try manual tuning.  But I would absolutely encourage trying DOCP first.  If that alone fails then setting SOC to 1.1V.  If that isn't enough bumping up DRAM voltage to a little above 1.35V.  Then if all that fails going through all the timings yourself.
