First question is wrong. 

 

Building a TCP connection is Syn ---> Ack, Syn ----> Ack --->

 

You first request a synchronize, the server response with an acknowledgement and synchronize followed by an acknowledgement by the host.   

 

Tearing down a connection is sending a finish request, server then response with an acknowledgement, pause to let the ack reach the host to know its tearing it down, then a finish, then the host acknowledges the tear down.
